The codicils to the Treaty of Thronehold regarding the Dragonmarked Houses in Throneport includes the principle that House property and recognized members of Dragonmarked Houses are exempt from the local laws of Throneport, much like diplomats and foreign embassies are considered immune from local preosecution.

Within Trades Ward, the City Watch and City Guard may not enter House property without permission. Outside Trades Ward, Dragonmarked House property is subject to search and seizure if it can be proven the House is directly operating the business or owns the property in violation of the Thronehold codicils.

Recognized members of Dragonmarked Houses may only be held for crimes by The Twelve Shields or the security forces of another House. If the City Guard or City Watch apprehends a House member, they are expected to contact a liaison from The Twelve Shields as soon as practical to turn over the House member.
